MICHAEL P CYPRIAN AWARD
NOEL WALKER
VALA established the Michael P Cyprian, Lister of the Year Award in 1991 to honor listers and assessors who demonstrate fairness to all, dedication, helpfulness and work to improve the listing process and pursue better education for the assessment community.
The award is named for Michael P. Cyprian who was the ‘Ultimate Lister’. He was active in his town, volunteering his expertise on many committees. He was well trained as a Lister and chose to become a Professional appraiser. His integrity, his unquestionable fairness, and his ability to communicate with the townspeople, his sense of humor and his high level of professionalism marked Michael’s eleven years as a Lister. He was an active VALA member and offered much lister training.
This year’s nominee is highly respected as a lister by the residents and non-residents in Fairlee. She has served as Chairperson of the Board of Listers since 1988. In her 21 years, she has personally inspected and measured all of the six hundred-fifty plus properties in the town. With a prodigious memory, she can tell you most of the details of specific properties in Fairlee without referring to the Listers’ records. She is meticulous in her record keeping and insists on maintaining an accurate paper trail on every property transaction.
Noel Walker has been an active member of VALA for many years and she is currently serving on the VALA CAMA-2000 committee where she has made an important contribution in making the program work better.
Noel has attended most of the education courses offered by PV&R as well as a number of IAAO courses. She is well respected by the people at PV&R. She is highly respected for her knowledge and willingness to share her knowledge with fellow Listers to help them solve their day-to-day problems.
Noel is a strong advocate for good public relations within the Town of Fairlee. She has also been a great help to the Town Clerk’s Office for many years providing property information and keeping the Grand List accurate.
It is a pleasure for me to present the Michael P. Cyprian Award to Noel Walker for 2009.
